Todd Hine – President

Todd has 16 years experience in remediation projects, waste disposal, emergency response, training, inspections, NORM surveys, sampling, and many other projects. Todd continues consulting for ongoing environmental projects with both government and corporate clients.

Harold Naquin – Business Development Manager

Before coming to Hine 3 years ago, Harold had 13 years experience as a technical supervisor with Louisiana Department of Environmental Quality.  Some of his duties included conducting multi-media and RCRA compliance inspections and performing water quality surveys.  Harold also reviewed Compliance Evaluation Inspection reports prior to being sent for enforcement actions.  Harold has attended 13 EPA Region 6 RCRA Training Conferences.

Gerald Gary – Operations Manager & Safety Manager

Gerald has 30 years experience in the transportation industry including management of an industrial equipment fleet for material & waste handling operations.  He has functioned as DOT Compliance Auditor, NORM Supervisor, First Responder and OSHA Administrator.  Gerald holds certifications in IMDG and IATA, 40 hour Hazwoper, First Aid and CPR.  He has also worked in refinery plant operations providing spill response.

Anita Serrin – Regulatory Compliance

Anita’s 18 years of environmental experience include 13 years at Chemical Waste Management; a Subtitle C TSDF in Carlyss, La. Her areas of specialization include Solid and Hazardous Waste identification and classification, Federal and State regulatory affairs, lab analysis utilizing SW-846 Methodologies, waste coordination and tracking, internal RCRA inspections, permitting, Customer Service and Inside Sales.
